Add the wet ingredients to the dry ingredients and whisk to combine. Then add the hot water and whisk again until you have a smooth batter.
Fill the cupcake liners halfway. Bake for 18 minutes, or until a toothpick inserted in the center of a cupcake comes out clean.
Make the frosting. Add the butter and Chocolate with Chocolate Chips Dessert Dip to a large bowl and use a hand mixer to mix until combined. Add the powdered sugar ½ cup at a time, mixing after each addition, until all is incorporated into a smooth frosting.
Once the cupcakes are completely cool, pipe the frosting on top.
